Cross-border project Rural-UP opens new growth opportunities for rural small businesses

Small and medium-sized enterprises (SMEs) in rural areas play a key role in boosting the economy and preserving the local living environment. However, many rural producers and service providers hit a growth ceiling sooner or later. The new cross-border initiative Rural-UP brings together regional actors from Estonia, Latvia, and Finland to help rural businesses overcome growth obstacles and enter foreign markets.

The project Rural-UP (Rural Enterprise Expansion Initiative) focuses primarily on supporting manufacturing companies in the food and beverage sector and closely related fields, such as packaging, design, and specialized services.

Co-funded by the European Union’s Interreg Central Baltic programme, the initiative connects rural regions in Estonia, Latvia, and Finland that share similar challenges and high growth potential: Southern Estonia, the Vidzeme and Latgale regions in Latvia, and Southern Finland regions.

Local challenges require cross-border solutions

Businesses operating in the rural areas of Latvia, Estonia, and Finland stand out for their high quality, strong local identity, and dedication. At the same time, operating in a rural area comes with specific constraints that hinder business expansion:

  • Rapid saturation of the domestic market: Many small businesses quickly gain visibility and a loyal customer base in their home region, but the local market remains too small for further stable growth.
  • Lack of knowledge and resources for exporting: Expanding into foreign markets requires thorough preparation, a network of local partners, and capital. Small teams often lack the means and specific expertise to manage complex export processes.
  • Need for innovation and digitalization: Modern e-commerce, digital sales channels, and environmentally sustainable production models require constant updating to remain competitive in a crowded market.

How does Rural-UP practically support businesses?

Rural-UP goes beyond theoretical advisory services, offering participating SMEs a practical and structured support program that leads to concrete results.

  1. Tailor-made growth program: Each participating company receives a personalized roadmap and growth strategy. During the program, business models and products are adapted to meet foreign market requirements, and support is provided to secure necessary investments.
  2. Inclusive international expert network: Entrepreneurs gain access to top specialists and mentors from Estonia, Latvia, and Finland, who offer individual mentoring and practical training sessions.
  3. Cross-border collaboration opportunities: The project promotes networking among entrepreneurs from all three countries. Joint activities enable participants to share market intelligence, discover new suppliers and sales channels, and launch joint export initiatives.
  4. Long-term impact on the region: Based on the practical experience gained during the project, Rural-UP develops a universal advisory model and guidance materials for regional support organizations. This ensures that local development centers and advisors can continue providing the same proven growth support to rural entrepreneurs even after the project officially ends.

The new initiative proves that operating in a rural area does not mean limited opportunities—with the right tools, knowledge, and cross-border cooperation, rural businesses have every potential to achieve an international breakthrough.
