

The defence and security (DS) sector in the Baltic region is experiencing rapid growth, yet many start-ups struggle to enter the market due to limited awareness, resources, and sector-specific expertise. These difficulties are further compounded by the fragmented nature of the European DS landscape and the small domestic markets in Finland and Estonia. BeScaled addresses these challenges by helping non-DS start-ups identify their dual-use potential and pivot toward the DS sector through structured, cross-border collaboration. The project runs a six-stage pre-accelerator program encompassing onboarding, consulting, business model and product development, and integration with EU and NATO innovation ecosystems. Its overarching goal is to scale up 25 start-ups and boost the number of DS sector growth companies in the Baltics, fostering innovation, cross-border cooperation, and greater resilience and competitiveness in the security domain.
BeScaled will guide 40 non-DS start-ups through a structured six-stage pre-accelerator program, ultimately scaling up 25 of them into growth companies within the defence and security (DS) sector. Through onboarding, consulting, innovation programs, and access to EU and NATO ecosystems, the project will build start-ups’ capabilities in dual-use technologies and business models. This will strengthen cross-border collaboration between Finland and Estonia, enabling joint innovation and faster market entry. The result is a more resilient and competitive Baltic DS ecosystem, with enhanced capacity to address regional security and crisis resilience challenges.
