Rural areas in the Central Baltic region face population decline, reduced cultural life, and weaker communities. Libraries are key local hubs but lack tools to lead revitalisation, while collaboration with citizens and creative professionals remains limited.

Revive! addresses the need for accessible, cost-effective, transferable models to activate communities through culture and participation. It creates a collaboration model linking libraries, citizens, creatives, and local stakeholders to co-design activities based on real needs.

Pilots in Latvia and Finland will test these approaches: libraries and citizens identify needs, then work with creatives to deliver tailored solutions. New partnership and co-financing models will also be explored. The final open-access “Revive! Collaboration Tool” will support replication and help strengthen vibrant, resilient rural communities.

Expected results

Revive! will create and test a practical collaboration tool that helps libraries work together with citizens, cultural and creative professionals, and local stakeholders to revitalise rural neighbourhoods. Through pilot activities in Latvia and Finland, libraries will identify local community needs and support the implementation of creative activities designed specifically for those communities. The project will also produce practical guidance, case studies, and step-by-step collaboration models that libraries and municipalities can easily adapt and use in other rural areas.

The project will strengthen the capacity of libraries to act as active drivers of community development and rural revitalisation. By creating a transferable and openly accessible model, Revive! will help municipalities across the Central Baltic region adopt more effective, citizen-driven approaches to improving community life. The cross-border cooperation between Latvia and Finland will ensure that the tool is practical and adaptable to different rural environments, while enabling knowledge exchange between partners with different levels of experience. In the long term, the project will contribute to more vibrant, inclusive, and resilient rural communities, while also creating new opportunities for collaboration with cultural and creative professionals.
