Estonia and Saudi Arabia Strengthen Digital Collaboration at LEAP 2025
With the theme of “Towards New Worlds,” LEAP 2025 kicked off at this flagship event that brings together world leaders in technology and innovation from February 9-12 at the Riyadh Exhibition and Convention Centre in Saudi Arabia.
Estonia continues to strengthen its digital ties with Saudi Arabia, advancing collaboration in ICT and cybersecurity during the LEAP 2025 technology conference in Riyadh. Led by Minister of Justice and Digital Affairs Liisa-Ly Pakosta, the Estonian delegation showcased cutting-edge digital solutions and explored new business opportunities.

Several networking receptions were held during LEAP
A gathering organized by B.EST Solutions, where key topics were discussed, including the role of women in tech, Mobile-ID and mResidency as drivers of digital transformation, and their alignment with Saudi Arabia’s Vision 2030 goals.
An official reception hosted by Ambassador Maria Belovas, providing an opportunity to explore further collaboration with local partners.

Expanding Digital Innovation
Estonia, known for its strong cybersecurity sector, is committed to supporting Saudi Arabia’s Vision 2030 goals. The Estonian Association of Information Technology and Telecommunications (ITL) led discussions on secure digital services and e-governance with Saudi government officials and business leaders.
Strategic Partnerships
Notable agreements include Bamboo Group’s joint venture with Skyeyes to enhance infrastructure security and B.EST Solutions’ partnership with Professional Solutions to implement post-quantum-ready Mobile Identity solutions. Additionally, ITL signed an MoU with the Digital Cooperation Organisation (DCO), reinforcing Estonia’s role in global digital collaboration.
Empowering Women in Tech
Minister Pakosta also engaged in discussions on increasing female participation in the tech sector, meeting with Ms. Daniah Orkoubi from the Tony Blair Institute for Global Change.

Eva-Kristiina Ponomarjov, Director of Global Trade at Enterprise Estonia, emphasized Estonia’s commitment to global digital transformation, stating, “Estonia may be small in size, but it is digitally boundless.” With strong state support and strategic alliances, Estonia is paving the way for a digitally resilient future.
