Jõelähtme launches tender for NEET-TO-MEDIA training provider

Jõelähtme Rural Municipality, Lead Partner of the NEET-TO-MEDIA project, has launched a public tender to find a qualified training provider for the project’s practical video editing training programme.

The procurement is an important step towards the implementation of the project’s core activities. The selected service provider will organise two equivalent practical DaVinci Resolve video editing training programmes for young people participating in NEET-TO-MEDIA – one in Estonia and one in Latvia.

The training in Estonia will be delivered in Estonian, while the training organised together with project partner Valmiera County Municipality will be delivered in Latvian or English. The programmes are intended for young people aged 18–29 and will follow the same overall scope, learning outcomes and practical approach in both partner regions.

Video production and digital storytelling are at the heart of the NEET-TO-MEDIA approach. Through practical media training, participants will develop skills in video production, editing and publishing while also strengthening communication, collaboration and storytelling skills. The project aims to train and certify 20 NEET or at-risk young people – ten from each participating municipality – and help them explore pathways towards further education, employment or self-employment in the creative sector.

The tender was published in the Estonian Public Procurement Register under reference number 314847, with the deadline for submitting tenders set for 25 September 2026 at 10:00.

By launching the procurement, NEET-TO-MEDIA is moving from the project preparation phase towards direct work with young people and the delivery of its practical training programme.

The planned content and learning outcomes of the NEET-TO-MEDIA video production training programme are available in the project materials section. The curriculum covers the full learning pathway from media management and editing to audio production, colour grading, visual effects, copyright and final export, with a strong emphasis on practical exercises and visual storytelling.
