The transport sector remains heavily dependent on fossil fuels and is notoriously difficult to decarbonize, leaving urban transport hubs struggling with high CO2 intensity and insufficient multimodal options. To disrupt this, TRACER-X bypasses rigid, traditional procurement and instead opens localized mobility challenges directly to the market for fast, real-world development. The project creates a collaborative cross-border framework to pilot new sustainable mobility services. This approach simultaneously builds long-term capabilities in the participating cities and regions around the Central Baltic region to host and support real-life piloting and testing, and deploys functional transport solutions tailored to citizen needs.

Expected results

The project will co-design, implement, and analyze eight distinct CO2 reduction pilots across four cross-border capital cities and regions. To ensure scientific accuracy, a standardized baseline model and custom monitoring frameworks will continuously collect user and sensor data to evaluate the exact impact of each pilot. These efforts will deliver a measurable decrease in carbon emissions across all targeted intermodal transport areas. Beyond localized climate gains, the project will compile these insights into a digital playbook to harmonize innovator support and lower cross-border scaling barriers. Ultimately, this creates durable networks and new standard operating procedures that empower regional authorities across the entire Central Baltic area to replicate successful emission decreasing initiatives and solutions.
