Silver Strategies Project Successfully Concluded – Practical Handbook Now Available

The Silver Strategies project, co-funded by the Interreg Central Baltic Programme, has officially come to an end. Over 30 months, the project partners — the Latvian Chamber of Commerce and Industry (LCCI), the Estonian Chamber of Commerce and Industry (ECCI), and Satakunta University of Applied Sciences (SAMK, Finland) — have worked together to explore challenges, study international experiences, and test solutions for creating age-inclusive workplaces.

What We Achieved

Throughout the project we:

  • Investigated regional and national labour market trends, highlighting the growing role of employees aged 55+ in Latvia, Estonia, and Finland.
  • Engaged 36 companies across three countries in piloting joint strategies to attract and retain silver-age employees.
  • Developed and tested anti-discrimination measures, including flexible work models, lifelong learning opportunities, mentoring schemes, and phased retirement approaches.
  • Organised joint trainings, peer reviews, and company visits, enabling knowledge transfer and cross-border cooperation.

The Silver Strategies Handbook

As the main result, partners have published the online Handbook “Joint Strategies for Silver Economy: Measures, Practices, Recommendations”.
This resource:

  • Summarises the key trends, challenges, and opportunities of an ageing workforce.
  • Provides seven practical strategy areas for employers, including recruitment, career development, workplace well-being, inclusivity, anti-discrimination, retirement planning, and monitoring effectiveness.
  • Includes case studies, tools, and checklists to help companies put recommendations into practice.

The handbook is designed for business leaders, HR professionals, and policymakers who wish to strengthen age-friendly practices in their organisations. It shows that managing age diversity is not a separate HR project but an integrated approach to daily business operations.

Why It Matters

The project has demonstrated that silver-age employees represent an untapped economic potential. With the right strategies, companies can improve retention, reduce skill shortages, and ensure knowledge transfer across generations. At the same time, older employees benefit from extended careers, fair opportunities, and healthier work environments
