Many older detached houses in Finland and Estonia waste heat and power, and even when an energy-performance certificate is available, it overlooks how people live in the home, leaving owners without a complete picture of what would help. Guidance is hard to find because advisory services are scattered and understaffed, making it difficult for residents to get practical, timely advice. Energy advisers spend much of their time chasing basic building and user data instead of delivering expert recommendations. To close this gap, DEAP unites Finnish and Estonian partners around one shared digital doorway to reliable energy advice. At its heart is a straightforward online checklist, supported by plain-language guides, that captures both the home’s technical details and the household’s daily habits and desires in a single session and feeds them into a common web platform.

Homeowners will complete the checklist online with step-by-step help, and they can pass their information directly to energy advisers for assessment. This smooth digital pathway replaces today’s tangle of forms and phone calls, freeing advisers time to focus on tailored savings advice rather than paperwork. Because the toolkit is openly shared, advisory organisations across the Central Baltic can plug it into their own websites. Homeowners then receive quicker, clearer recommendations and can act sooner to cut wasted energy at home. This will help the entire region to take a concrete step toward meeting EU one-stop-shop requirements and their wider climate goals.
