Cooperation between Helsinki-Uusimaa and Harju regions—i.e. the Helsinki-Tallinn metropolitan area—has a long history. But with growing movement of people and goods across the Gulf of Finland, a new level of collaboration is needed.

The TwinReg project aims to establish a structure for joint strategic planning and continuous cross-border cooperation to improve services in the twin-region. Helsinki-Uusimaa Regional Council and the Union of Harju County Municipalities are working together to introduce and strengthen a cross-border dimension in regional strategic planning.

People live and work across the border and need services on both sides. The project will identify bottlenecks, define key areas for deeper cooperation, and create a platform for dialogue and shared practices to support citizens’ daily lives and cross-border work.

Expected results

The result of project TwinReg is a structure for cooperation on the strategic planning service and a chosen structure for continuous cross-border cooperation to improve services in the Tallinn-Helsinki metropolitan area.
During the project:

  • we will describe and compare the strategic planning systems of both countries and find a form of cooperation for continuous cooperation in this area between Uusimaa and Harjumaa and involve stakeholders.
  • we will identify bottlenecks in the provision of cross-border services and the institutions responsible for these services and initiate a dialogue to find solutions.
  • we will analyse the forms of cross-border cooperation used in Europe, their pros and cons and select the most suitable option for our region.

Joint cross-border strategic development planning framework will be used in the Harju and Helsinki-Uusimaa regions. The framework will be used to improve stakeholder involvement in strategic planning process and decision making across the border.
The bottlenecks in cross-border services are identified and stakeholder dialogs ongoing to find joint solutions.
