

Across the Central Baltic region, Estonia and Latvia face a shared challenge of an ageing population and a growing risk that adults aged 60+ are excluded from the labour market. This risk is especially visible in rural areas such as Western Estonia and Vidzeme, where older adults often have limited access to training and may face low digital skills, outdated competences, health-related barriers, and reduced confidence in adapting to modern working life. RiseUp exists to address these barriers by supporting adults aged 60+ who are unemployed, inactive, or employed but at risk of exclusion due to changing labour market requirements. The project will develop and pilot a practical cross-border training programme focused on digital literacy, online safety, career planning, and health literacy. Its main goal is to strengthen older adults’ employability, adaptability, and long-term work ability through a training model that is relevant in both Estonia and Latvia.
RiseUp is expected to result in a jointly developed and tested bilingual training programme for adults aged 60+ in Western Estonia and Vidzeme. Through pilot training cycles, older adults will complete the programme, receive certificates, and improve their labour market competitiveness by strengthening their digital, career-related, and health literacy skills. The project will also produce updated learning materials and an evaluation-based training model that can be reused by partner institutions, NGOs, municipalities, and other adult education providers. The positive impact will be seen in older adults’ increased confidence, adaptability, and ability to remain in work or re-enter the labour market. Across borders, the project will create a shared Estonian-Latvian model for supporting age-inclusive employment, allowing both countries to learn from each other and apply solutions that are transferable to the wider Central Baltic region.
